Thousands surrender as illegal drugs campaign gets aggressive

The aggressive clearing operation in drug-infested barangays in Metro Manila has resulted in the death of 43 drug personalities in the first 12 days of the Duterte administration.  And since he assumed the post as director of the National Capital Region Police Office (NCRPO) on July 1, Chief Supt. Oscar Albayalde said they already seized some P1.85 billion worth of illegal drugs in drug operations in Metro Manila alone.
“Metro Manila will be the showcase of the change that the President promised to Filipino people. The NCRPO will be instrumental in translating that promise into reality,” said Albayalde.

Based on figures of the Philippine Drug Enforcement Agency (PDEA) 92 percent of the barangays in Metro Manila are infested with illegal drugs.
This is the reason they need to work double time in clearing as many barangays of illegal drugs.
President Duterte made it clear from the start that he will have zero tolerance where illegal drugs are concerned and gave those involved two choices: Surrender or die.
Nationwide, already 103 have been killed in various drug operations from. May 10 to July 4.  This figure is expected to grow as the campaign against illegal drugs gets aggressive.
THOUSANDS SURRENDER
  The President’s  warning struck fear among drug users and peddlers prompting thousands to surrender. In the same period in Region 10, Police Supt. Surki Alday Serenas  said close to 22,000  users and peddlers surrendered –  4,728 were from Misamis Oriental;  4,348 were from  Misamis Occidental; 4,289 from Bukidnon; 3,847 from Iligan City; 3,050 from Lanao del Norte; 1,528 from  Cagayan de Oro City; and 165 from Camiguin.

In Region 1, 4,186 drug personalities surrendered.  Chief Supt. Ericson T. Velasquez, regional director of Police Regional Office 1 (PRO1), said this number is expected to increase after many have sent surrender feelers for love of dear life.  The big number of surrenderees were a result of the PNP’s house-to-house campaign to convince drug users and peddlers to turn a new leaf before the law catches up with them.
In Metro Manila, 8,808  drug personalities surrendered in a span of 12 days.   Albayalde said Manila City and the Southern Police District had  the most number of surrenderees. They have already coordinated with local government units in Metro Manila for the rehabilitation of those who surrendered.
Albayalde said he is planning to implement  a barangay isolation strategy that is aimed at cutting off illegal drugs supply in villages with rampant illegal drugs activities.
The barangay isolation strategy would call for the deployment and setting up of police camps in the barangays with serious illegal drugs problem. Once cleared, police forces would transfer to other barangays. (With reports from Divina M. Suson and Mar T. Supnad)

FLOATING SHABU LAB


SUBIC, Zambales—A 50-meter-long fishing vessel that had been anchored in the sea off this town for days, was boarded by the police on Monday night following a tip that it was being used as a floating shabu (methamphetamine hydrochloride) laboratory.
Armed with a search warrant, agents of the Philippine National Police Anti-Illegal Drugs Group (PNP-AIDG) inspected the vessel at 9 p.m., and arrested its occupants, four Chinese from Hong Kong. One of the Chinese men possessed a plastic bag containing suspected shabu weighing about 500 grams.

Director General Ronald dela Rosa, PNP chief, arrived here at midnight and said the police were trying to determine if the vessel had any connection to the 180 kilograms of suspected shabu dug up on July 3 in an abandoned farm in Claveria, Cagayan province.
Hong Kong residents Lo Wing Fai, 42; Leung Shu Fook, 49; Kwok Kam Wah, 47; and Chan Kwok Tung, 29, were taken to Camp Crame and would be charged today with violating the Dangerous Drugs Act as well as immigration and maritime laws.
In a statement, Immigration Commissioner Jaime Morente said the Bureau of Immigration (BI) will wait for the final result of the criminal prosecution against the four foreigners, who will not be deported until they have served their sentences.
Morente said he instructed Arvin Cesar Santos, BI legal division chief, to investigate the immigration status of the suspects and file deportation charges against them.
Senior Supt. Albert Ferro, PNP-AIDG director, said they suspected one of the detained Chinese was a chemist.
Emerson Margate, Central Luzon director of the Philippine Drug Enforcement Agency, said residents in the fishing village of Calapandayan here saw the boat anchored in the waters of Subic.“There was an intelligence report that shabu was being manufactured on a boat so we kept on monitoring our shores,” Margate said.
Villagers also reported that occupants of the vessel had rowed to shore on small boats to meet with local fishermen. The report had not been verified.
During the search, the raiding team found a hydrogenerator, which, Margate said, could be a prime equipment used to produce shabu. A unit can manufacture 50 kg of shabu in one cycle, he said.
But the police were pursuing the theory that the vessel served as a shabu laboratory or was “used to transport shabu from overseas,” Dela Rosa told reporters.

Duterte to rich businessmen: Pay the right taxes or else


President Duterte repeated he was fully behind the military during a speech in Samar.

Metro Manila (CNN Philippines) — From public officials and policemen allegedly involved in the illegal drug trade to oligarchs, now President Rodrigo is training his sights on rich businessmen who do not pay the proper taxes.

Addressing troops of the Philippine Army's 8th Infantry Division in Catbalogan, Samar on Monday late afternoon, Duterte said his next move was to announce the names of businessmen who were cheating the government — and the public.
"Pay your taxes... Or I'll invite you for questioning," he warned.
Duterte said those who were not paying the "right taxes" were also destroying the Filipino people.
"It won't happen during my watch," the President said.
Meanwhile, he also repeated his full support for the soldiers — and explained to them why he wanted to hold peace talks with all the rebel groups in the country.
With regard to the communists, Duterte said he remained willing to sit down with them — with or without their founder, Joma Sison.

He said he wanted peace and didn't want to fight another 45 years with the communist guerillas.
However, he warned the Reds that should they continue to use land mines against government troops, he would scrap the negotiations.

In the letter, Sereno asked for basis for the allegations against judges and cautions them from surrendering to police without a warrant.
Sereno described the judges that were named by President Duterte as:
  1. Judge Lorenda Mupas was dismissed in 2007 as Municipal Trial Court Judge of Dasmariñas, Cavite for gross ignorance of the law. Judge Roberto Navidad, formerly of the Calbayog City, Samar Regional Trial Court was killed on Jan. 14, 2008 at age 69.
  2. Judge Rene Gonzales, formerly of the Municipal Trial Court in Cities (MTCC) Branch 7, Iloilo City compulsorily retired last June 20, 2016.
  3. Judge Exequil Dagala of the MTC, Dapa-Socorro, Surigao, does not have jurisdiction over drugs cases, the same way that Judge Gonzales does not.
  4. Judge Adriano Savillo, RTC, Branch 30, Iloilo City is a family court judge who does not have jurisdiction over drugs cases except in cases where a minor is a respondent.
  5. Judge Domingo Casiple, RTC, Branch 7, Kalibo, Aklan is the judge of a court of general jurisdiction without jurisdiction over drugs cases, that is, until our recent decision to make all RTCs as drugs courts is implemented with the appropriate administrative circular.
  6. Judge Antonio Reyes, RTC, Branch 61, Baguio City, Benguet presides over the designated drugs court in that multi-sala court.
With all this accusations, the chief justice asked the President to allow the judges who are stated above be able to carry a gun for protection for it may have endangered the lives of the 6 judges given the extrajudicial killings of those supposed to be involved in narcotics trade.
In addition, Sereno also said that the high court has an administrative mechanism in investigating, suspending, or disciplining judges.

Duterte names country's topmost drug lords

Metro Manila (CNN Philippines) — Two days after naming police top brass allegedly protecting illegal drug trade in the country, President Rodrigo Duterte came out with another list — this time, naming the drug lords themselves.
Duterte, complete with a chart illustration of the drug trade network, identified on Thursday three of the country's topmost drug lords.
The President named Chinese nationals Wu Tuan (also known as Peter Co) and Peter Lim (a.k.a. Jaguar).
Authorities believe both of them are part of the Chinese triad; with Co operating in Metro Manila and Luzon, while Jaguar in the Visayas.
Methamphetamine hydrochloride or shabu remains the most prevalent illegal drug in the Philippines.  

Justice Secretary Vitaliano Aguirre III said the two were "Level 5" drug lords — the highest tier in the drug lord hierarchy. They are believed to have at least 100 kilograms of illegal drugs in every transaction.
According to the chart presented to Duterte by intelligence officers, retired police official Marcelo Garbo was an associate and "coddler" of Co and Jaguar.
The third drug lord is Herbert Colangco, he's not part of the Triad but is also a Level 5 drug lord.
Colangco is the inmate who produced a music video from inside the New Bilibid Prison (NBP).
Duterte said Colangco worked with hotelier Richard King, who was killed in June 2014.
Solicitor General Jose "Joe" Calida said these top-level drug lords were believed to be the ones who had offered a hefty bounty for the heads of the President and PNP Chief Ronald dela Rosa.

Operating behind bars

Co and Colangco are currently detained at the NBP — but have allegedly been using their cell phones to transact their deals.
Aguirre said 75 percent of the country's drug trade were being transacted from inside the national penitentiary.
He said the government was thinking of transferring these high-profile inmates to Tanay, Rizal or to an AFP facility — or even moving them to a remote island where there would be no cellular signals.



A drug raid in Ayala Alabang, Muntinlupa last May yielded P275M-worth of suspected shabu. 
Meanwhile, Jaguar is out of the country, according to Solicitor General Jose "Joe" Calida.
President Duterte had warned Jaguar that he would be killed if he would step foot again in the Philippines.

Duterte vows government for the 'helpless, hopeless, defenseless'

MANILA, Philippines — President-elect Rodrigo Duterte on Monday vowed a government that would be compassionate to the "helpless, hopeless and the defenseless" but harsh on the corrupt, criminals and wrongdoers.
Duterte, who anchored his campaign on fighting crime and promoting inclusive growth, said he would strive to meet the expectations of the 16.6 million people who voted for him.
"My government is for the helpless, hopeless, and the defenseless. Those are the words of my father. I just borrowed it from him," the incoming president said after the flag ceremony at the Davao City Hall.
"I’ll be harsh to criminals and strict to wrongdoers. But you will find something in me especially those who are hopeless, helpless, and defenseless," he added.
Duterte's father Vicente used to be the governor of Davao and was a Cabinet member of former President Ferdinand Marcos.
Duterte acknowledged that not everyone agrees with his style. He noted that he has been at odds with the Commission on Human Rights and the Roman Catholic Church due to his stand on issues like death penalty. Duterte, however, said he would not mind his critics as long as he is doing the right thing.

"I do the very best I can and I mean to keep doing so until the end," he said.
"If the end brings me out all right, what is said against me would not amount to anything. But if the end brings me out wrong, ten angels of God swearing I was right would make no difference," he added.
Duterte's designated officials previously said that the next administration aims to lift nine million Filipinos from poverty by promoting countryside development and by investing in agriculture and infrastructure. The incoming administration also aims to wage a ruthless war against illegal drugs and crime to lure more job-generating investments.
Duterte, who won by a landslide despite his gutter language and provocative statements, encouraged the public to help his government attain its objectives. 
"To those who want to help the government, now is the time to do it. If you really want a government that is good, we're trying to make up something goof for the next generation," he said.
"But as I said, do not destroy our children. I will kill you... That's what I will do."
Duterte stressed that he would not condone any form of corruption under his administration.

"I'm hell-bent in stopping corruption. You will not get help from me if you are in government and you commit corruption," he said.
"There will be no corruption just like here (in Davao City). If Cabinet secretaries make money through corruption, I'll ask them to just go.
Duterte said he is ready to step down if it is proven that his administration stole from government coffers.
"If you saw something stolen, even if it is just one peso, I'll not only admit it. I will resign," the next Philippine leader said.

MANILA, Philippines – Amid public concerns, the Philippine National Police (PNP) reported an increasing number of drug suspects getting killed since President Duterte assumed office on June 30.
The PNP said the summary of the campaign against illegal drugs showed that 239 drug suspects were slain in police operations as of July 22. There were a total of 120,038 drug pushers and users who surrendered to authorities.
On July 20, the PNP reported 207 suspected drug offenders getting killed in police operations, meaning an additional 32 deaths were recorded in two days.
An average of 11 people were killed daily based on PNP statistics of 239 deaths in the first 22 days of the Duterte administration.
The constant increase in deaths of suspected drug offenders has started to generate concerns from some sectors over the manner the police are conducting anti-drug operations.
In almost all cases, the police claimed self-defense in killing the suspects.
PNP spokesman Senior Superintendent Dionardo Carlos assured the public that a proper investigation is being conducted in all police operations, particularly into incidents resulting in death of suspected drug personalities.
The PNP has noted a significant downtrend in crime volume over the last six months, which was credited to the intensified campaign against all forms of criminality through Lambat-Sibat.
PNP Director for Operations Chief Supt. Camilo Pancratius Cascolan expressed optimism that the crime volume will continue to sag as the PNP intensifies police operations against drug-related criminal activities in the succeeding months.
From a high of 52,950 registered in January 2016, the total crime volume steadily dipped by 13 percent through the 1st and 2nd Quarters of the year, down to only 46,060 crime incidents in June 2016.
In the PNP’s assessment, Cascolan said the ongoing two-pronged national anti-drug campaign under “Project Double Barrel” is expected to further boost the overall anti-crime effort, citing the correlation of drug use to other forms of index crime involving crimes against persons and crimes against property.
Over the last 21 days since the Double Barrel was implemented, the PNP has recorded a national total of 3,213 arrested drug personalities during separate operations by local and national police units.
The PNP has also implemented Oplan Tokhang, another strategy to stop illegal drug activities in the country.
Under Tokhang, or house visitations on residences of suspected drug personalities, a total of 120,038 voluntarily yielded, among them, 112,902 self-confessed drug users and 7,107 pushers.
They are now subject of further government intervention by concerned agencies.
PNP chief Director General Ronald dela Rosa reminded policemen in the field to observe proper procedure during police operations, foremost of which is to protect and respect the human rights of every suspect.

Mayors, judges, congressmen, cops, soldiers on list
DAVAO CITY, Philippines – They have 24 hours to surrender or be hunted down.

To stop what he described as a drug “pandemic,” President Duterte bared yesterday a list of 159 incumbent and former local executives and lawmakers, judges and uniformed personnel suspected to be involved in the illegal drug trade.

Police and other state forces securing many of the 159 were pulled out.

The President said he owed it to the Filipino people to release the names, noting that “my mouth does not have due process.”

Conceding that there must be a presumption of innocence, he told a press conference here early yesterday that the involvement of the 159 in the drug trade needs further validation.

“It might be true. It might not be true,” he said.
If those in the list would face administrative or criminal charges, “then they should have due process” under the Constitution, he said, promising, “I will give it to them.”
But he said “due process has nothing to do with my mouth.”
“There are no proceedings here, no lawyers,” he said. “I speak for the people so they will know the truth about our lives here in the Philippines. I’m the only President who is doing this.”
Eight members of the judiciary, 56 incumbent and former local officials composed mainly of mayors and lawmakers as well as 95 active and retired members of the police, military, jail and fire bureaus were included in Duterte’s list and were given 24 hours to surrender or they would be tracked down by security forces.
The President also ordered the pullout of police escorts of the listed mayors. He instructed policemen securing the local executives to return to their respective mother units or they would be dismissed from the service.
Duterte also directed the cancellation of the licenses of the mayors’ firearms as well as their authority to supervise the law enforcement units in their area.
Judges tagged in the narcotics trade were asked to report to the Supreme Court while policemen and soldiers in the list were instructed to report to their superiors.
“You do not do that, I will order the Armed Forces of the Philippines and the entire PNP (Philippine National Police) to hunt you,” Duterte said in a speech during the wake of four soldiers slain in a series of landmine attacks by the New People’s Army in Compostela Valley held at the Naval Forces Eastern Mindanao here.
Duterte said people in government involved in illegal drugs were to blame for the drug menace plaguing the country.
“There are things that are really reaching crisis (proportions) and it is not even epidemic. It’s pandemic,” the President said.
“It was really spreading like wildfire and I was scared for my country because I am a Filipino,” he added.
Duterte said there was nothing personal with his decision to reveal the names of people allegedly involved in illegal drugs and stressed that revealing the truth about the condition of the country was his sworn duty.
“If there is a rule, a law, either you enforce it or none at all,” the President said.
The President said he would soon come up with the list of prosecutors allegedly into the illegal drug trade as well.
He said these prosecutors were the ones who caused the dismissal, if not the dropping of charges against drug suspects.
At Malacañang, Presidential Communications Office Secretary Martin Andanar said “there will be no sacred cows” as more names would be revealed once the extent of  their alleged involvement in the illegal trade was verified.
Duterte said the list was validated several times to make sure it was accurate.

Police, military move to follow Duterte

Upon the orders of Duterte, National Capital Regional Police Office director Chief Superintendent Oscar Albayalde ordered relieved and disarmed the eight policemen named by the President as having links with the illegal drug trade.
They were Police Officer 2 Allan Carpio, PO3 Eric Lazo, PO3 Alex Macabeo, PO3 Johnny Mahilum, Senior Police Officer 1 Ernesto Billones, PO1 Vicente Celis, Chief Inspector Roberto Palisoc and SPO3 Gerry Mendoza.
Albayalde directed his five district directors to place the eight policemen under their custody pending investigation of their alleged involvement in the illegal drug trade.
Quezon City Police director Senior Supt. Guillermo Eleazar said two of the policemen – Lazo and Mahilum – had been actually relieved last month for suspected drug links.
Manila Police District director Chief Supt. Joel Napoleon Coronel said Palisoc, who was identified as a member of the MPD-Station 7, had been relieved since Jan. 11, 2011 and reassigned to another district.
Navotas City chief of police Supt. Dante Novicio, on the other hand, denied there was a Chief Insp. Eric Buenaventura in their roster.
In Iloilo City, Police Regional Office (PRO) 6 spokesperson Supt. Gilbert Gorero said they were recalling the PNP officials and members named by Duterte.
In Zamboanga City, a police officer and four personnel were ordered to report to PRO 9 to face the allegations against them.
The Armed Forces of the Philippines (AFP) relieved all the military personnel named by Duterte.
AFP public affairs office chief Col. Edgard Arevalo said the AFP personnel would face administrative proceedings, including filing of charges and hearings after which a judgment would be rendered as part of due process.

Up to the judiciary

Andanar said the Palace was leaving it up to the Supreme Court to investigate the judges named by Duterte.
“One of them (in the entire list) called me up. But you know if there is a rule, a law, either you enforce it or none at all. But for friends, if I am not going to read your name because I know you, then the best that I could do for the country is resign… this one is not personal to me. We are not enemies (and) I don’t hold grudges against you. But I am now angry. You are in the list. Someday, we will meet again,” the President said in mixed Filipino and English before reading the list.
The Judiciary Reorganization Act of 1980 transferred the administrative supervision of all courts and personnel from the Department of Justice to the SC.
As for the list, questions were raised on its veracity due to some perceived inaccuracies.
Three of the seven judges tagged by Duterte were no longer in the judiciary.
Judge Roberto Navidad of Calbayog City of Samar regional trial court is dead already.  He was killed while buying medicine at a drug store in their city in January of 2008.
The President also named Judge Mupas of Dasmariñas, Cavite RTC. He did not give the first name of the judge, but records showed that there was a Judge Lorinda Toledo-Mupas in the RTC who was dismissed by the SC from the judiciary in 2007 for gross ignorance of the law. Her husband, Judge Jesus Mupas is still active and assigned in Pasay RTC.
Another judge named by Duterte, Rene Gonzales of the Iloilo municipal trial court, has retired.
The high court has yet to issue a statement on the seven judges named by Duterte in the administration’s intensified campaign against illegal drugs.
“We are still verifying exactly what the President said and how he said it; assuming a statement is necessary it will be released formally,” SC spokesman Theodore Te said in a text message when sought for reaction.
